It is a product matching transformer circuit is incorporated to convert antique radio and radio tuner, such as the widely used to have for the balanced input of high impedance.
Power is not required for the operation.
In the range of 10kHz ~ 30MHz, it is fabricated so as to exhibit uniform characteristics.
